Since 2020, the legal landscape for student voting and elections, in addition to cultural expectations and sensitivities surrounding political campaign activity on campus and in the workplace, have shifted and evolved. As the country leaps into the final sprint to the November election, counsel must contend with a heightened level of legal and reputational risk for colleges and universities, which in turn has increased the importance of timely, informed, and tailored advice and outreach to campus clients and community stakeholders. 

Please join us for this two-hour webinar where expert presenters with deep knowledge and practical experience on student voting and campus political campaign activity, including experience serving public and private institutions, will discuss the impact of relevant changes to election and voting laws and the top issues likely to affect your campus over the next few months. The webinar will include: 

  • Changes to voter registration and election laws and impacts on students seeking to vote in your institution’s location or in their home jurisdiction; 
  • Discussion of what likely constitutes “political campaign activity” for students, faculty, and employees in 2024; and 
  • Practical considerations and policy approaches for educating students, advising employees, engaging with the campus community, and liaising with local and state election and political officials.

Peter McDonough

Vice President and General Counsel

American Council on Education

Peter McDonough is Vice President and General Counsel at the American Council on Education. He joined ACE in January 2015. He focuses on a wide range of higher education legal issues, including student and faculty affairs, athletics, campus safety and security, intellectual property, compliance and institutional governance. McDonough informs ACE’s judicial and regulatory advocacy on these and other legal issues.

He is the former general counsel of Princeton University, where he was responsible for all institutional legal advice and representation. He was personally attentive to a broad array of matters ranging from student conduct, employment, diversity and inclusion to research integrity, construction and restricted funds usage. McDonough joined Princeton’s legal staff in 1990. As general counsel from 2002-14, he was part of the university’s senior management team and served on a variety of institutional committees, including the Executive Compliance Committee and the Conflicts of Interest Review Panel.

McDonough has been active in the National Association of College and University Attorneys, serving on its board of directors, chairing its Committee on Legal Education and serving as a member or co-chair of various other committees.

Prior to Princeton, he practiced as a litigator and trial lawyer at Morgan, Lewis & Bockius’ New York office. He received his A.B. (in economics) and J.D. from Georgetown University.

Anne Schira

Senior Associate General Counsel and Director of Legal Operations & Strategic Initiatives

The Ohio State University

Anne Schira serves as Senior Associate General Counsel and Director of Legal Operations & Strategic Initiatives at The Ohio State University.  Anne’s legal work focuses on student-related issues, and she provides support to the university’s Office of Student Life, Office of Strategic Enrollment Management, colleges and units. She also advises the university on public records, campus speech, political activity, and education abroad activities and manages the administrative operations for the Office of Legal Affairs. Anne received her J.D. from The Ohio State University Moritz College of Law, her M.A. from The Ohio State University John Glenn College of Public Affairs, and her B.A. from The Ohio State University.
